Joerg Wunsch 8a91d9afec Add "efuse" sections to the ATmega164/324/644 definitions. 
Iff enter_progmode failed with RSP_ILLEGAL_JTAG_ID, give the user a
hint that their JTAGEN fuse might be unset.
